Who can serve as the safety data signatory for a PIF?
To qualify as a safety data signatory for a PIF, one of the following conditions must be met:

University degree in specific fields:
You must have graduated from a domestic university or a qualified foreign university, majoring in one of the following fields: -
Medicine

Cosmetic science, toxicology, or related departments

Or possess old qualifications plus experience:
If you graduated with a degree in "Chemistry" or "Chemical Engineering" before June 30, 2019, you can also serve, but you must also have at least 5 years of work experience in cosmetic safety assessment.
In addition to academic qualifications or experience, what training courses must be completed?
To be qualified, a series of professional training courses must also be completed. The content and duration requirements are as follows:

Cosmetic Regulations Course (at least 4 hours)
Course content: Taiwan's cosmetic hygiene regulations, international cosmetic management regulations, and Taiwan's PIF system. -
Ingredient Application and Risk Course (at least 8 hours)
Includes the principles and safety of common ingredients such as whitening, anti-acne, antiperspirant, hair dyeing, and case studies of violations or adverse reactions. -
Safety Assessment Methods Course (at least 36 hours)
Content includes: -
Skin anatomy

Principles of transdermal absorption

Safety assessment of irritation, photosensitivity, nanomaterials, and natural substances

Toxicology assessment methods (skin and eye irritation, genotoxicity, systemic toxicity, etc.)

Practical Course on Writing Safety Conclusions (at least 6 hours)

What if I have a degree but am unsure if my major counts as a "related department"?
It is recommended to first confirm the major name on your diploma. If it is "Biotechnology," "Public Health," "Biomedicine," or similar, it may fall within the scope of "related departments." However, this still depends on official certification standards and course content. You can inquire further with units recognized by the Ministry of Health and Welfare or the Ministry of Education.

Can our in-house R&D personnel serve as an SA?
If their academic qualifications and training background meet the above conditions and they can provide supporting documents, they can become a legitimate SA. (This type of question is also very common in the practical context of PIF OEM or cosmetic OEM.)

Where can I take SA courses? Is it difficult to register?
Courses are mostly offered by qualified training institutions or universities with relevant departments (such as Providence University, China Medical University, CCSAA, etc.). While class sizes are limited, courses are offered annually. You can look for course announcements or seek assistance from agencies for registration.

Can foreign SA personnel sign?
It is necessary to confirm whether their academic qualifications meet Taiwan's regulatory recognition standards and if they have completed the corresponding training hours. Additionally, all signed documents must include Chinese explanations and complete data for verification.
